Creates a seatbeltcontrolpoint in HMASCII format.

Inputs
- id
- The ID of the seatbeltcontrolpoint.
- name
- The name of the seatbeltcontrolpoint.
- color
- The color of the seatbeltcontrolpoint. Valid values are 1-64.

To create a seatbeltcontrolpoint with ID 100, name "my-entity", and color
1:
