Creates a subsystemconfiguration in HMASCII format.

Description
Creates a subsystemconfiguration in HMASCII format.
Additional attribute or dataname information is provided separately, see referenced commands.
Inputs
- id
- The ID of the subsystemconfiguration.
- name
- The name of the subsystemconfiguration.
- color
- The color of the subsystemconfiguration. Valid values are 1-64.
Example
To create a subsystemconfiguration with ID 100, name "my-entity", and color
1:

Incorrect usage results in an import error.
